In the campaign menu, select Advance Wars 2: Black Hole Rising. You will get a prompt about Advance Wars 2 spoiling events from Advance Wars. If you click continue, you will be able to access the Advance Wars 2: Black Hole Rising story directly from this menu. The other way to unlock it is by completing all the missions in Advance Wars.
